The Thule 400XT Aero Foot Pack is a set of four towers. For a base roof rack, you will need the corresponding Thule Fit Kit for your vehicle, and square crossbars. 

Thule 400 series has been discontinued - fit kits for newer vehicles (~2008 or later) do not exist.
